In standard cosmetic formulation, the primary solvent (usually Distilled Water or a Hydrosol) is designated as "q.s." (quantum satis), meaning "the amount which is enough." You formulate all actives, emulsifiers, and preservatives first, and the remaining percentage up to 100% becomes your water phase.
